Instllation Error 1316

Hello,
I downloaded the odbc driver file psqlodbc-07_02_0005.zip

I unzipped the MSI to a temporary directory. Then I double-click the
MSI  file to begin the installation. It starts fine, I accept thelicense
agreement, then click Next, then the installer hangs.

The main dialog is displaying:
"Generating scrip operations for action:
Registering product"

Then a popup dialog appears stating:
"Error 1316. A network error occurred while attemptnig to read from
the file:
c:\temp\WISBD.......2610_07_01_0009.MSI"
(Long filename snipped with "...")

Then another dialog appears stating:
 "Installation ended prematurely because of an error"

Here is some hardware info:
Windows 98
128MB RAM
MSIEXEC.EXE v2.00.2600.1
