We are and going to be the face of the postgresql project. It's not about setting things up and getting it running. That's technicality and I'm sure we could do that easily. It's not about 'getting it done' but about 'keep getting it done'. People come and go. Not always because they don't want to work on this but due to some genuine problem. Such things should keep running whether or not few people are there. I second the opinion of haing it as a gborg project, properly access controlled and documented as far as possible.
