PostGIS is currently released under the GPL, and is developed by
Refractions Research.
JTS (Java Topology Suite) will be released under the LGPL, and is
developed by Vivid Solutions.

JTS hasnt been released yet, and it will need to be converted to C++
before it could be incorporated into PostGIS.

Even if PostGIS is converted to BSD at some point in the future, it will
always have a LGPL
component if we decide to use the JTS to do the complex spatial
relations and operations.
