installing pgsql_perl5-1.9.0

I am installing 1.9.0 of pgsql_perl5, but when I run "perl Makefile.PL" as the postgres user, I get the following

756.<p>I am installing as the postgres user because the README file states that steps 1-3 should not be done as root
andalso the user doing the installation must be able to create databases. <p>I read in a previous posting addressing a
similarproblem that it could be because the user (postgres) does not have permission to write to some directories.  I
haveused "chown" to make sure postgres can write to the installation directory (/var/lib/pgsql/pgsql_perl5-1.9.0) and
alsothe directory in which perl resides on my system (/usr/lib/perl5).   This fix does not work, I keep getting the
sameerror as before (Unable to open MakeMaker.tmp...)   Can anyone advise me on how to fix this problem? <p>Thanks in
