Had same problem. Give access in .conf to the IP address(es) on your
Windows client(s) and it will work.
I'm running PostreSQL sever on Linux and using both a web server with
Linux w/ unixODBC driver and Win98 on production machine using the
PostgreSQL windows ODBC driver.
