Long before the glibc 2.28 incident, the same collation change had already happened twice, namely between RedHat 5 -> 6 -> 7, for de_DE.UTF-8 only. de_AT.UTF-8 and all other locales were unaffected. At the time I didn't connect the dots to check if Debian was affected as well, but of course later testing revealed it was since it was a change in glibc.
