You'd not have to take an ACCESS EXCLUSIVE. A lower level would
suffice, e.g. SHARE UPDATE EXCLUSIVE, which still allows data changes.

If autovacuum triggered a vacuum/analyze it'd would e.g. also try to
update pg_class.
