BUG #10235: Postgres is opening

Description:

When trying to open the pgadmin3 after entering the password it is throwing
an error that server is not listening on 127.0.0.1/32 and tcp/ip on port
5432 something like this displaying. Please help us resolve this issue. We
tried almost all the solution given in the net.
