I can't really understand what you want to achieve, but maybe this is
what you are looking for:
test=*# select * from a;id | v

test=*# select * from b;id
---- 1 3
(2 rows)
test=*# select array_agg(a.id), v from a join b on (b.id in (select a.id from a)) group by a.v; array_agg | v
