No, the syntax most people expect and use would be arr[ndx].  If you
want a function, it would be easy to do:

  CREATE FUNCTION array_index(anyarray,int)
      RETURNS anyelement IMMUTABLE
      LANGUAGE sql AS $$
    SELECT $1[$2]; $$;
