Korean Postgres web site is a bad URL

I am getting a 404 from the Korean Postgres web site listed on our web
site:

The bad link is:
http://www.ebcom.co.kr/ebcom/case3.html

I hear the site can be accessed from some places outside the USA.

Is this a better URL?
http://postgresql.kr/

Does anyone have a Korean contact we can ask?
