Because quite frankly most users are too confused to know what a real bug is. That doesn't mean that I want a closed BTS, but a system that requires sign up and user accounts (like Bugzilla) imposes the right barrier to random abuse in my mind. Note that RT stands for "Request Tracker", which on its face is a different thing, namely a system to do tracking of requests by users off the street. -- Peter Eisentraut http://developer.postgresql.org/~petere/
