python - be: Remove 'utils' (with dead code).

Remove 'utils' (with dead code).

Remove utils.c and utils.h. Most of the remaining code inside could be easily
relocated to another file where it could stand. Primarily, some type related
interfaces moved into type.c.

Other minor touch-ups as well.
