I think you want these:

extern PQnoticeReceiver PQsetNoticeReceiver(PGconn *conn,
                                        PQnoticeReceiver proc,
                                        void *arg);
extern PQnoticeProcessor PQsetNoticeProcessor(PGconn *conn,
                                         PQnoticeProcessor proc,
                                         void *arg);

Not sure about the difference between the two, but just supressing them
should be easy.
