I had meant "free" to mean in compliance with the Debian Free Software
Guidelines.  It's confusing, I know.

It seems to me that they are index files of some kind that are generated by
automatic means from the various HTML documentation files.  The fact that
they can also be edited by hand does not mean that they can reasonably count
as source code.  (You can also edit binary object files or Postscript files
by hand.)  For packages in the main Debian distribution, the actual source
code of every file and the build tools required to process them must be
included or available under free software terms.

Don't get me wrong, it's up to you how you develop your software.  I'm just
pointing out these issues before the Debian license police finds them and
rips out the package.
