I recommend the following to download and extract cygipc:

    $ wget -nd -P /tmp http://www.neuro.gatech.edu/users/cwilson/cygutils/cygipc/cygipc-1.14-1.tar.bz2
    $ tar -C / -xjf /tmp/cygipc-1.14-1.tar.bz2

Note the cygipc site seems to be down right now...
