Everything is ok. Without order by, limit has undeterminated result. It is 
described in Postgresql documentation.

Try this:

select glterm from glossary where glterm > 'Driving Wheels' 
order by glterm limit 1

select glterm from glossary where glterm > 'Draw Bar'
order by glterm limit 1
