Josh's is suggestion is correct.  Please post to

    pgsql-cygwin@postgresql.org

instead of sending private email.  In addition to helping others, you
may find that you get a (much) faster response.

BTW, to reply to a posting you just need to use the "reply all" feature
of you mailer (assuming that you have already subscribed to the mailing
list).
