Huh?  PL/pgSQL has built OOTB since PostgreSQL 7.0.2 (when I started to
provide Cygwin PostgreSQL patches) and possibly earlier.  Anyway it is
already on your PC:

    $ ls /usr/lib/plpgsql.dll
    /usr/lib/plpgsql.dll
