NetBSD/arm32 port

I do not see any mention of NetBSD/arm32 on the 6.5 Changes list.

I can confirm that a recent snapshot of postgresql compiles out of the
box on a NetBSD1.4 arm32 system.  All the regression tests pass, apart
from datetime and horology.  I enclose the regression.diffs file.
