BUG #18670: Can't install success, the cluster always failed

Description:

I am installing the latest version with postgresql-17.0-1-windows-x64.exe,
while going to the step to install cluster, it will failed, and the
PostgreSQL can't run;
I've changed different languages to do that, but it doesn't solve the
problem, still failed
