Operating system:   Red Hat Enterprise Linux release 8.0 (Ootpa)
Description:

Upgrade PostgresSQL server form 9.6.2 to 12.3 version.
Version 9.6.2 autovacuum work fine, but after upgrade to version 12.3 when
autovacuum process run on tables belong pg_catalog schema, almost
transactions in state "waiting" , after a few seconds autovacuum process was
cancel and transactions was roolback. 
I run vacuum manual on tables belong pg_catalog schema , problem is same.
Plz help me.Thank so much
