Description:

The repo I use for Fedora 29 is : 

https://download.postgresql.org/pub/repos/yum/11/fedora/fedora-29-x86_64/

and the directory repodata is missing in that repo  : thus the installation
cannot be performed because dnf claims that the repo cannot be cached.

(for information : the equivalent for Fedora28 and Fedora30 are ok)
