BUG #15825: Setup does not complete

Hi:

I downloaded version .11.3.1 (Windows 64-bit) and tried to install it on a
laptop running Windows 12 64-bit OS. I chose to install it on D: drive and
changed the default to US English. After unpacking, I got an error message,
"Problem running post-install step. Installation may not complete correctly.
The database cluster initialization failed.

I un-installed it and rebooted the machine. I tried running the setup. This
time, I accepted the default values thinking that the custom settings I
chose may have caused the error. But I got the same error message.

Can someone guide me on revolving this issue?
