Can you please try again with this?
yum --enablerepo pgdg96-updates-testing install pgadmin4 pgadmin4-web
Just tested on:
$ cat /etc/oracle-release
Oracle Linux Server release 7.2
If it also works for you, I'll push the updated packages to updates repo.
