Read-only tables to avoid row visibility check

hi,

https://wiki.postgresql.org/wiki/ReadOnlyTables mentions the possibility
of `ALTER TABLE table SET READ ONLY`.

Would this mean that row visibility checks could be skipped and thus
index-only scans much more common?
