try following last solution which will 100% work: (in my case it worked for
Postgre 9.2)

Step 1: Winkey -> Run -> type " %windir%\inf\ " without quotes.

Step 2: Right click on wsh.inf and select install.

And all done. Now your installation will work and you can run any .vbs file
also.
