The functions in fd.c aren't linked to initdb, so it's a challenge to share that code (I remember now: that's why I didn't use pg_flush_data originally). I don't see a clean way to resolve that, do you? Also, it seems that sync_file_range() doesn't help with creating a database much (on my machine), so it doesn't seem important to use it there.
