Sure. Do this :)

\o /tmp/go_to_lower
select 'ALTER TABLE '||'"'||tablename||'"'||' RENAME TO ' ||
lower(tablename)||';' from pg_tables where schemaname = 'public';
psql -U username database < /tmp/go_to_lower
