I looked back and found that my recollection was wrong.  The old bug
form generated this:

To: pgsql-bugs@postgresql.org
From: pgsql-bugs@postgresql.org
Reply-To: <submitter>, pgsql-bugs@postgresql.org

so I guess reply-to is what it'll have to be.
