I believe the bad file descriptor is telling you that when the postmaster is trying to start that it cannot write to the log file. When you ran pg_ctl and specified the -l logfile option you forced postgres to use a different log file in a different location. Check your permissions. The default log file location is /var/log. HTH. If not please let us know what version of windows and postgresql you are using.
