Re: cygpopt-0.dll problem, ipc-daemon2

If you are trying to run postgres 7.4.2 or 7.4.3 ipc-daemon is no longer
used.  Cygserver is used instead.  See the readmes in
/usr/share/doc/Cygwin or search the pgsql-cygwin mailing list.
