don't use ipc-daemon2. It has been replaced by cygserver. Make sure that the cygserver package was installed. For the home edition of XP please see the readme included in the files installed. It should be under /usr/share/doc/Cygwin if I remember correctly. I have always installed postgresql as a service but don't believe that is an option on the home edition of XP.
