Well, the protocol doc says
    The simple Query message is approximately equivalent to the series Parse,    Bind, portal Describe, Execute, Close,
Sync,using the unnamed ...                                           ^^^^
 

and it's the Sync part that ensures prompt delivery.  But feel free to
propose improved wording.
