As Neil mentioned below, sending plain text diffs to the -docs list will probably suffice, though I'm sure those guys would much rather see sgml based patches. After a few minutes of googleing I came up with the following: http://regina.sourceforge.net/docbook.html (Windows DocBook Support) I'm sure there are more out there. Please also remember that any plain text editor will be able to edit the files, they just might be a bit hard to work with with all of the tags in the document.
