Depends on your setup.  On Debian GNU/Linux it is under
/var/lib/postgres/data/base... for example.

No more than you can examine any other binary file with a normal editor
such as Kate - i.e. not _usefully_.

The manual describes the file format, and should be your first port of
call if you really want to understand it.
