SELECT * FROM inspections
WHERE custom_data->'carInspection'->>'signature1' IS NOT NULL;

Or

SELECT * FROM inspections
WHERE custom_data->'carInspection'->>'signature2' IS NOT NULL;

depending on which of the signature fields you want to check.
