Use ILIKE:
SELECT * FROM table WHERE name ILIKE 'jane smith';
Or LOWER:
SELECT * FROM table WHERE LOWER(name) = LOWER('JANE SMITH');
(it'll help you to make a functional index in this case)

Use LOWER:
SELECT * FROM table WHERE LOWER(name) = LOWER('JANE SMITH') ORDER BY
LOWER(name);
