I thought the original suggestion was about migrating 
user created PL/SQL code, not Oracle-created code.
If so, why should there be any problem?

I agree that you shouldn't touch a line of Oracle code, even built-in SPs. 
You would need to recreate that in a clean room kind of way, I think.
