Native windows build of PostgreSQL

I've been hearing about a native Windows build of postgres lately.  But I
downloaded the 7.3.4 source from 7/24/03 and so far it continues to say that
building requires cygwin.  Has this feature been pushed back beyond the
7.3.4 release?
