Windows setup Error RC2

I am trying to install 82.RC2 using mstsc client on a Remote Win 2003
server.
on page "initialize database cluster" with:

Locale:C
Encoding server:UTF8
Encoding client:UTF8
superuser:postgres
password:postgres
init dbcluster check: checked

When clicked on Next, the following error pops up.

"Error binding the test network socket:10013"

The server is behind a firewall and internet activity
also goes through a proxy server.
