Fix for MSVC compile error (--htmldir)

At this moment 8.3 does not compile with MSVC due
missing HTMLDIR preprocessor directive which was added for --htmldir
Please see buildfarm.

PS:
There are also other warnings but those I consider to be separate issues.
(I am working on a fix)
