Problems with Windows XP

Encountered the following problem when trying to create a database user in
cygwin running on XP, has anyone encountered this or been able to
sucsessfully run postgres through cygwin on XP? Thanks-Ed

TEST@XP /usr/local/pgsql/data
$ createuser xythos
