Hm, worksforme.  Are you sure you're checking the right copy of pg_config?

Reasonably so. I always specify the path for my operations and do not rely on PATH environment variables, but I did not
specifywhere pg_config should look. Does pg_config support the usual -D setting like other pqlib based commands?

No, but it's irrelevant because the values pg_config prints are all wired
into that executable.
