Hello,
I am an undergraduate of a university in Malaysia, if I want to do performance benchmark on PostgreSQL 8, do I need to
geta license agreement or some sort of thing?

I think you have already got your answer...

NO you do not need any kind of license to use PostgreSQL as it an Open
Source. You can do anything you want to do.

Thanks for the timely help... I installed jobs scheduler in my windows box.. Kindly guide me how to set the job schedule.
