It's a subdirectory in the source file distribution.  So, if you
downloaded postgresql-7.4.7.tar.gz it would be in
postgresql-7.4.7/contrib

In the source tarballs, it's in the main postgres directory. I don't
know where it is in RPMs or other packages. I typically build postgres
from source.
