Can someone tell me how I can check to see what my locale setting is for LC_CTYPE? is there a default setting if not specified during setup?

pg_controldata will tell you.  (As of CVS tip you can just go "show
lc_ctype", but that's not in existing releases...)

I am trying to select from pg_controldata but it does not seem to exist. Is this because I am running 7.2.3? How can I view all available system tables?

Sorry --- it's a program not a table.  In 7.2 I believe it's in contrib.

pg_controldata is not a system table but an Unix command provided by
PostgreSQL. See man pg_controledata.
