Is there a way to hide the constraint notices when running a script to create a database? I would like the screen output to show a clean install and only list errors that make have occurred.

7.3 will have client_min_messages which you could add to the script.  I
am not aware of contraint messages on db creation.  Do you have
something customized there?  Would you show use the message?
