I think you need to start the cygwin IPC daemon (forget what it's called
exactly).

When I try to initialise a cluster with Initdb, the programs hangs in the
fase when it wants to create a template1 database. I am using version
7.2.1-2 on the lates version of CygWin.

Any help would be appreciated.
