But when I installed PostgreSQL v16/15/14/13/12 on rhel7（aarch64）, it still reported 404. Anyway, rhel7 (aarch64) can't install from https://www.postgresql.org/download/linux/redhat/ Yum Repository to install 12-16 version?

There are no packages for PostgreSQL v16 on RHEL7.
You'd have to upgrade the operating system.
